Purpose and Scope:

Method Statement for Site Grading: The purpose of this document is to describe the site clearance, bush cutting, grubbing, top soil removal, leveling and compaction work to be implemented by the contractor in order to manage and minimize the impact as a result of grading work. The detail guide will provide the clear steps undertaken to complete the process of the site clearance activity in a safe, systematic and efficient manner in compliance to the statuary and environmental requirements.

The procedure will include the removal and disposal of all bushes, waste, existing structures, topsoil stripping and grading prior to the initiation of the work. The procedure shall be guided by construction manager and site supervisors.

Responsibilities:

The construction manager within whose scope of works at site clearance are taking place shall be responsible for ensuring that the site clearance activities are carried out in accordance with this procedure.

The site manager is responsible for induction, briefing and advising of all personnel and site visitors.

Work Procedure

Clearing and Grubbing

The process of clearing and grubbing is the removal of all trees, bushes, rubbish and any other relevant obstruction within the work area.

  • Establish the survey markers to indicate the working area for the site clearance.
  • Produce the record of conditions that includes a photographic survey to be agreed by engineer, project manager and other relevant authorities prior to commencement.
  • Takeout a topographic survey on land and serve as a basis for final reinstatement.
  • Inspect measure and agree with the engineer and forest authority where trees required to be felled.
  • Identify and mark clearly all the trees to be felled prior to commencement of the operation.
  • Remove all the marked trees, bushes, stumps, and roots to their full depth, while ensuring that the minimizing the felling of trees and loss of top soil, avoid unnecessary damage to the trees, trunks and other disturbances, do not totally remove the grass over the slope to avoid the potential risk of soil erosion on the slope.
  • Remove hazardous waste or material discovered and report to the engineer before taking any action.
  • Remove any loose boulders or materials located outside the ROW that may impose danger to the construction.
  • Obtain the written document for the disposal locations outside the ROW from the owner or government authorities.
  • Backfill and compact the cavities similar to the surrounding surface.
  • Maintain the surface in a clean, tidy and stable condition allowing it to fall water and prevent ponding.
  • Inspect measure and report to the engineer and project manager for any canal, well, tube well or big rock and similar item to be removed. No action will be taken until the engineer provides his instruction for disposal backfilling.

Top Soil Removal and leveling

Establish survey markers to identify the working area in which the removal of topsoil is required. Strip the topsoil to subsoil level or as instructed by the engineer. Use tracked equipment such as Backhoe, Excavator, wheel loader, dozer and tipper.

Dispose and stockpile the topsoil separately from subsoil or other excavated material for subsequent reuse in covering the required area. Ensure that the sufficient material for this purpose is preserved.

Place the topsoil in lots at location shown on drawing or approved by engineer/project manager. Storing of topsoil shall be prohibited where structures are to be erected or materials are to be stored, within 5 meters of a watercourse or ditch.

Spread the topsoil over the required areas in uniform pattern, followed by compaction.

Health and Safety Requirement

The occurrence of site accidents should be kept to minimal. Health, safety and environment plan will be provided at site to ensure smooth running of works in safe manner, taking into consideration the following precautions:

  • Ensure that all safety precautions and recommendations outlined in the risk assessments have been applied.
  • Make sure that all personnel including third parties are safety inducted prior to site entry.
  • Make sure that workers are trained and competent in their duties.
  • Make sure that operators are qualified, hold license for machine operation and trained in the maintenance of machinery.
  • All tools and equipment are in safe and good conditions.
  • Provide first aid facility on working site in case of minor injury treatment.
  • Arrange for all personnel the relevant personal protective equipment (PPE) including safety helmet, safety shoes (Boot up to the knees are required when clearing plants and bushes, to avoid snake bite), ear/eye protectors, dust mask, cotton gloves and reflective vest.
  • Investigate fall prevention method to identify the presence of any abandoned wells and drainage system to prevent personals from falling it.
  • Prevent sliding of waste materials and boulders while shifting from work location to dump area.
  • Do not burn combustible or bushes arising from clearance on site.
  • Switch off all vehicle engine when not in use to minimize combustion emission.
  • Put eye safety googles and dust mask to avoid eye wound and dust inhalation.

The above execution shall strictly follow HSE Plans established at the project site.
